Freeze three evidence layers before requesting a rating
- UL 94 VTM classifications address thin-material specimens; they are not interchangeable with corresponding V classifications and are not universal ratings for a complete membrane switch.
- A comparable RFQ traces the applicable end-product requirement through the exact material manufacturer, grade, thickness, color, recognition record and fabricated layer construction.
- Keep material test data, Recognized Component conditions, converter records and final-equipment acceptance as separate evidence owned by the appropriate parties.

UL Solutions scheduled an online Introduction to the UL 94 Vertical Burning Test webinar for September 29, 2026. Its public program says the session will explain specimen conditioning, positioning, flame application and how observations such as afterflame, afterglow, dripping and cotton ignition contribute to V-0, V-1 or V-2 classifications. The event is a timely reminder that a classification comes from a defined test method and specimen, not from a material family name or a voltage-free marketing label.
Thin membrane-switch layers raise a separate method question. UL Solutions groups VTM-0, VTM-1 and VTM-2 with thin films that generally cannot support themselves horizontally and says VTM-0 is not equivalent to V-0 because the test methods differ; the same boundary applies between VTM-1/VTM-2 and V-1/V-2. An RFQ should therefore record who selected the applicable method and class from the purchased end-product requirements rather than asking every supplier for a generic “UL 94 V-0 membrane switch.”
Start with the end-product requirement, not a copied flame class
Before selecting a film, identify the equipment standard, certification scheme, market and construction that create the flammability question. Record the responsible product-safety authority and whether the requirement applies to an enclosure, barrier, printed wiring substrate, label, decorative overlay, insulating layer or another function. A material class copied from a previous product may use the wrong specimen form or overlook the conditions that made the prior record acceptable.
Return the exact clause or contractual requirement to every quoting party when disclosure is permitted. If the class or method remains undecided, keep it as an open item owned by the OEM, test laboratory or certification body. A membrane-switch supplier can propose controlled materials and fabrication evidence, but it should not silently choose the final equipment compliance basis.
Do not turn an upcoming webinar, a database search result or this article into an end-product requirement. They are research inputs. The purchased current documents, actual equipment construction and responsible conformity process control the acceptance decision.
Map every relevant polymeric layer in the membrane-switch stack
A membrane switch can include an exposed graphic film, printed inks and coatings, spacer and adhesive layers, a flexible circuit substrate, insulating layers, tail reinforcement and a carrier or enclosure interface. Draw the stack and mark the area, edge condition, adjacency and function of each polymeric layer considered by the end-product review. The visible overlay is not automatically the only material that matters.
Separate the raw material from the fabricated part. Printing, selective coatings, textures, embossing, windows, die-cut edges, adhesive laminations and assembly onto a backing can change the identity or use condition that must be assessed. The quotation should state which operations are covered by supplier evidence and which require a fabricated-part or equipment-level decision.

Their visible shape and window openings can illustrate why area and edge mapping matter, but the image does not identify a resin, film grade, thickness, color recognition, coating, adhesive, UL file or flammability result.
Control the exact grade, thickness, color and specimen form
UL Solutions describes its Yellow Card as a digital information card for a polymeric material tested to applicable standards after it receives a UL Recognized Component Mark. Use the current database record and controlled supplier document to capture the manufacturer, exact grade, polymer form, recognition file or report identity and the properties relevant to the project. A generic “polyester” or “polycarbonate” description cannot be traced to one recognized material.
Thickness and color are not purchasing footnotes. UL’s Plastics Recognition guidance explicitly identifies minimum thickness and color among the information used with flame classifications. Record nominal and minimum finished thickness after conversion, the color or color range covered by the evidence, and how printing, pigments, coatings or laminations are handled. Do not assume an unlisted color, thinner finished area or differently supplied form inherits a record.
Preserve the source record as reviewed, including access date and conditions. A cropped data sheet, sales declaration or old database screenshot should not replace a current traceable record. If the material changes before production, reopen the assessment instead of updating only the drawing description.
Separate material, component and finished-equipment evidence
A material classification answers a bounded question about the identified test specimen. A fabricated overlay record can document the converted part, its materials and process controls. A Recognized Component record supports use within stated conditions of acceptability. Final equipment certification or acceptance applies another requirement to the complete construction. These records can support one another, but they are not interchangeable.
UL Solutions states that Component Recognition is for components and subassemblies intended for incorporation into a larger certified end product and is not certification of a complete standalone product. Its guidance also emphasizes conditions of acceptability. An OEM should therefore retain the applicable conditions, show where the component is used and have the responsible authority confirm that the final construction stays inside them.
Assign evidence ownership: the material manufacturer owns the material identity and recognition record; the converter owns its controlled fabrication and traceability; the membrane-switch supplier owns the supplied stack and change notification; the laboratory or certification body owns its observations and decision scope; the equipment manufacturer owns the final configuration and market acceptance.
Avoid six common flammability-evidence failures
Most RFQ ambiguity appears before a flame test is discussed. Review these six failures before comparing quotations or releasing a material substitution.
- The RFQ says only “UL 94 V-0” without naming the end-product requirement, responsible authority, specimen form or whether a VTM method is applicable.
- VTM-0 is presented as equivalent to V-0, even though UL Solutions says the methods and resulting classifications are not equivalent.
- A polymer family or supplier trade name is listed without the exact manufacturer, grade, recognition file, minimum thickness, color coverage and current record.
- A base-film record is applied to printed, coated, embossed or adhesively laminated overlay areas without a documented fabricated-construction assessment.
- A Recognized Component is described as if the complete membrane switch or finished equipment were UL Listed or otherwise approved.
- A material, ink, coating, adhesive, thickness, color, location or supplier change enters production without checking the evidence and final-equipment impact.
Worked example: a thinner-film quotation
Illustrative sourcing example—not a customer case or test result. A buyer requests an overlay to an inherited V-0 note. A supplier offers a thinner film with a VTM-0 material record and proposes a different printed finish. The quotation is not evidence that the inherited requirement has been met.
First, the equipment authority resolves the intended method and specimen form: VTM-0 cannot simply replace V-0. Next, compare the exact manufacturer, grade, thickness and covered color in the proposed record with the supplied layer. Treat printing, coating and adhesive changes as separate questions for the fabricated construction.
The purchasing decision is to hold equivalence open, not to assume either that the film passes or that it is unsuitable. Request the controlled layer drawing, current material record and disposition of each difference; release the substitution only after the responsible review.
