Choose the evidence by the failure mode
- Treat scratch, repeated abrasion and optical change as separate failure modes; one hardcoat number cannot silently approve all three.
- Freeze the exact overlay construction and specimen support before comparing results, especially when a cited method assumes a plane rigid surface.
- Make the requirement auditable with a baseline, post-test observation, acceptance rule, controlled sample identity and named evidence owner.

A material choice is not yet an acceptance plan
A buyer may already have selected polycarbonate for impact resistance, forming behavior, print appearance or an established supply stack. The next question is narrower: what should the exposed hardcoat prove on the actual overlay? A supplier proposal that says only “scratch resistant” or lists one pencil value leaves repeated wear, optical change and the finished panel boundary open.
The useful unit of comparison is therefore a damage-mode record, not a marketing adjective. Define the surface zone, construction, test state and decision rule for each risk. That lets two suppliers quote the same evidence and lets the OEM understand what remains for the assembled control panel.
Freeze the exposed construction before selecting a test
Record the polycarbonate supplier and grade, nominal thickness, hardcoat system and coated side. Add the exposed texture or gloss zone, reverse-printed color stack, clear or tinted windows, embossing, cut edges and adhesive boundary. If a quote substitutes any of these elements, the supplier should identify the substitution before the evidence is compared.
A test result belongs to an identified specimen. State whether the specimen is production film, a supplier-prepared coated panel, a printed overlay coupon, a finished overlay or a mounted assembly. Photograph or otherwise identify the measurement locations so a clear window is not averaged with a textured border and an unprinted coupon is not presented as evidence for every decorated zone.
Conditioning and support also matter. ASTM D4060’s public scope describes an organic coating on a plane, rigid surface. A flexible overlay film may therefore require an agreed carrier or a different project method, with the mounting construction and deviation recorded. The RFQ should expose that decision instead of assuming the standard title makes every flexible specimen comparable.
Separate a scratch observation from repeated abrasion
ASTM D3363-22 covers pencil hardness of organic coatings on metal or similarly hard substrates. Its public scope warns about laboratory, pencil and substrate differences. For a flexible overlay, agree the support and method applicability before comparing results; record the procedure, pencil basis, coating, specimen and decision rule. This is not a service-life measurement.
ASTM D4060 addresses abrasion resistance using a Taber Abraser. Its scope notes that wheel behavior, specimen material and other test variables affect results. A quotable requirement therefore needs the exact purchased revision plus the project-selected wheel or abradant, load, cycle count, wheel conditioning, specimen mounting, change metric and acceptance rule. A result without those fields is not a comparable abrasion claim.
These methods are not substitutes. A pencil contact is a localized surface-hardness challenge; rotary abrasion is repeated wear under its stated setup. If the real risk is repeated finger contact, a cleaning wipe, a sharp tool or gritty contamination, name that damage mode first and decide whether the candidate method represents it closely enough.
Control gloss, clarity and color in their own zones
A hardcoat can pass a surface challenge while leaving an unacceptable visible change. ASTM D2457 addresses specular gloss of plastic films and solid plastics, but its scope cautions that gloss is complex and that precise comparisons require the same general procedure and material type. Name the measurement geometry, finish zone, backing or mounting, baseline and permitted change rather than asking for “low glare” alone.
For a display window, ASTM D1003 provides haze and luminous-transmittance procedures for transparent plastics. Use the method only for the optical question it measures. Define the window construction, measurement zone, conditioning, instrument procedure and pre- versus post-exposure limit. A black printed border, a textured legend area and a clear viewing window are not one optical specimen.
ASTM D2244 addresses color differences calculated from instrumentally measured coordinates. Its public scope requires the same color scale for comparison and notes that gloss, texture and surrounding conditions can affect commercial acceptability. The buyer and supplier should agree the instrument procedure, target or master, zone, backing and tolerance; a color-difference value does not replace visual approval of a textured finished overlay.
Build one evidence record for each damage mode
Use the matrix below as an original sourcing worksheet. For every row, attach the exact overlay construction and drawing revision, method and revision, conditioned specimen, support or mounting, instrument or tool, project parameters, measurement locations, baseline and post-test result. Add the acceptance decision, approver and evidence owner. The worksheet organizes a contract discussion; it does not reproduce any ASTM procedure.
Separate qualification evidence from routine delivery evidence. A development comparison may justify a construction choice, while a first-article or lot record may verify that an agreed production state was supplied. State which record is required at quotation, sample approval and production release so a supplier does not price a laboratory program when the buyer expected only a certificate, or vice versa.
Keep project-specific exposures beside the standardized measurements. If the panel will meet a named cleaner, glove, abrasive dust, stylus or repeated wipe, define that contact and the observation after it. Link the result to the same appearance or functional criteria used for the controlled overlay rather than assuming a standard method predicts every field condition.
Avoid six common acceptance failures
Most weak hardcoat requirements fail at the evidence boundary, not at the wording of “resistant.” Review the following failure modes before sending the RFQ.
- A pencil value is compared across laboratories without controlling the pencil source, procedure, specimen and decision rule.
- A flexible film is tested as though it were a plane rigid specimen, but the carrier, adhesive or support is not recorded.
- An abrasion result omits the wheel or abradant, load, cycles, wheel condition, measured change or acceptance threshold.
- Gloss readings from different geometries, transparent and opaque zones, or unlike textures are treated as directly interchangeable.
- A clear window is approved from surface appearance alone even though haze or transmittance is the functional concern.
- The front hardcoat passes, but reverse printing, embossed areas, adhesive edges, cleaning exposure or the mounted interface has no separate evidence owner.
Worked example: a hard surface with an unclear window
Illustrative sourcing example—not a measured overlay result. Two quotations name a polycarbonate film with the same pencil-hardness claim. One covers only an unprinted coupon; the other includes a finished viewing window and a proposed post-wipe optical check. The matching hardness description does not make their evidence equivalent.
For a clear-window decision, request the actual window construction, exposure, baseline and post-exposure haze or transmittance evidence using an agreed applicable method. For a textured legend border, define the separate appearance or color criterion. Keep both tied to their marked zones; do not average the whole overlay into one acceptance value.
If the thinner or differently coated option is proposed to improve the window, reopen the affected construction records rather than carrying every prior result forward. Ask both suppliers to quote the same required zones and observations, with optional work shown separately. The matrix distinguishes the measurement questions without choosing a universal passing value.
