A good RFQ does not need every production detail, but it should identify the equipment, panel outline, key functions, circuit connection, environment, project stage and expected quantity. Unknowns can remain open as long as they are visible.

A price, prototype or sample does not silently close an open requirement. Keep the document identifier, revision, date, open-item owner, supplier deviation and acceptance record connected so engineering and purchasing know exactly which package each response describes.

Start with the evidence you have now. Open items stay visible for engineering follow-up instead of becoming silent quotation assumptions.
Yes. Send the latest drawing, sketch, artwork, photographs or sample details and label every unknown or provisional choice. The first review can identify missing decisions, but price, timing and manufacturability remain conditional until the scope is aligned.
Give every supplier the same current package revision and align the outline, key map, circuit or pinout, tail and connector, mounting interface, graphics, environment, quantity range and supply boundary. Compare each stated assumption, exclusion and alternative as part of the quotation—not price alone.
No. Production authority should identify the released document set, approved construction and artwork, accepted sample or first-article evidence, unresolved deviations and the person responsible for approval. A quotation, upload or sample by itself does not replace that controlled release.
